What Causes the ADV Situation?

  

An ADV is an Abandoned and Derelict Vessel that is unseaworthy, abandoned and dangerous because of accidents, maintenance failure, aging, costly, complex and limited disposal options. Removal is expensive, ranging from hundreds for landfill fees to tens of thousands of dollars for towing, and into the millions for underwater recovery.
